Bill Metcalf writes that this is Phil Cosby, FTG2 - though he was an FTGSN in F Division at the time (1964). "Phil had a handlebar mustache that he treasured - many of us wondered how he kept it (he did put masking tape on the ends at night to keep them from going askew.) When he married his wife made him shave it off - there were many Black Russians involved."
